Stolen Vehicle Recovered After Pursuit Ends Safely East of Laramie

(OCTOBER 16, 2015) — Two Colorado residents are in custody this morning (Oct. 16th) after leading law enforcement in two states on separate pursuits in a stolen BMW.

At 7:50 a.m., the Wyoming Highway Patrol was notified by the Larimer County Colorado Sheriff’s Office to be on the lookout for a stolen blue 2013 BMW 328i. Larimer County reported that the car had been stolen out of the Denver area and that their agency had been in a pursuit with the vehicle earlier that was eventually terminated.

Through the use of technology, teamwork and communication, the BMW was located by WHP Troopers approximately seven miles south of Laramie on US 287 at 8:27 a.m. Technology was utilized in a security feature in the BMW that was allowing BMW representatives to track the location of the car on northern Colorado dirt roads as it headed north towards Wyoming. Teamwork between multiple agencies both in Wyoming and Colorado was used to cordon off areas for eventual location of the car. Communication between all of the agencies dispatch centers was also key in helping the Troopers eventually locate the stolen BMW.

After Troopers located the vehicle, the BMW accelerated up to speeds around 135 mph and a pursuit began northbound towards Laramie. A Deputy with the Albany County Wyoming Sheriff’s Office was able to successfully deploy stop sticks on the left front tire of the BMW approximately two miles south of Laramie on US 287. As the front left tire went flat and eventually separated from the rim, the pursuit continued east on Interstate 80. The BMW continued east on I-80 for four miles on three functional tires at speeds of 110 mph. The BMW eventually exited off of I-80 at exit 317 just east of Laramie and stopped on the off ramp. The two occupants of the BMW were taken into custody by Troopers and Deputies without incident.

The driver of the BMW was identified as 19 year old Denver, Colorado resident Lantz R. Ream-Dickerson. The passenger was 19 year old Stephanie N. Millsaps, also from Denver. Both have been taken to the Albany County Detention Center in Laramie. Lantz Ream-Dickerson is currently being charged with possession of stolen property, eluding law enforcement,  reckless driving and speeding as well as being held on a Colorado warrant for flight/escape. Charges on Stephanie Millsaps are pending as the investigation is still ongoing.

No injuries were sustained in the successful ending to the pursuit. At one point, up to 17 WHP Troopers were looking for the BMW from the Laramie, Cheyenne and Elk Mountain areas. Along with the Albany County Sheriff’s Office, the Laramie Police Department also assisted with the pursuit.
